Charles Evans Hughes, a former associate and later chief justice of the Supreme Court, said as much in about 1940: "The Constitution means what the judges say it means," he arrogantly stated. And, yes, he was also the Republican defeated by Woodrow Wilson in 1916.

At least the Republicans were the majority who passed Terri's law.
We had to push them, but at least they did what was morally right in this case.
