Can you name someone, or cite an article, or anything, that shows a given person was addicted by an outside-the-country influence that you imply, rather than a person simply getting addicted because they wanted to do the drugs themselves, and ended getting addicted as a result?

All the more reason to decriminalize them - no opportunity for them also pose a national security risk as well as whatever risks they already pose.
