I missed 90%. It's a apparently a parody of the recent revelations by Diana's butler set to the music of recent British political and cultural events. I, for one, do not know or really care what a CBE is.

CBE = Commander of the British Empire, an award commonly given to aristocratic twits.
Much of the latter part of the column concerns the pathetic doings of the Tory party, who have just fired their leader and will probably replace him with somebody even worse.
