Fires don't "destroy... land", they burn the fuel on the land and often make the land more productive. The real problem is that California and many parts of the West have vast tracks of mismanaged government land full of dead vegetation waiting for some dumb person, pyromaniac, or terrorist to light it up, thereby threatening nearby homes and causing the government to spend vast sums of taxpayer money to respond to an emergency the government set in motion with it's own stupidity.
The solution is simple: sell all government land (thereby retiring all of the government debt) and hold landowners responsible for fires that spread from their property to someone else's.
