Why doesn't he propose passing a law that would make it illegal to get sick?

Like the plan offered by his rival John Edwards, Clark would make it law that parents get health insurance for their childrenI don't think Joe 6-pack is going to like it very much if he is forced by law to pay for health insurance for his kids while immigrants washing up on our shores get free health care for them and their kids.
