Bull's-eye shooter's hearing delayed for psych exam

September 30, 2003
A Knox County judge delayed a hearing Monday to allow a psychiatric evaluation of a man authorities contend painted a bull's-eye symbol on his chest to goad deputies into killing him. Thomas Martin McGouey, 51, appeared in Knox County General Sessions Court for a preliminary hearing on charges of aggravated assault and public intoxication.
McGouey was arrested Sept. 17, one day after six Knox County Sheriff's Office deputies opened fired on him, shooting 28 times and striking McGouey once in the shoulder outside his Walker Springs Road apartment.
Sheriff Tim Hutchison has told WBIR-TV that McGouey wanted to die, evidenced by the bull's-eye the sheriff contended McGouey painted on his chest.
McGouey, a thin, graying man who wears glasses and has tattoos on both arms, has been behind bars since his arrest. Monday was his first scheduled court appearance. ...
McGouey allegedly brandished a weapon while in the parking lot of Woodlands West apartments Sept. 16, prompting six deputies to fire at him. Hutchison has said the weapon was a pellet gun. Authorities allege McGouey was suicidal.

Well, I know of one Houston cop who's a good shot. He managed to shoot himself in the leg while cleaning his gun! I know this is true--because I know him.

He managed to shoot himself in the leg while cleaning his gun!Don't you have to take the bullets out to clean it? Sounds more like he had his finger on the trigger when un-holstering or holstering.
I know of one cop who shot another cop in the leg. In the back room of a strip club (20 years ago). Officially, they were comparing firearms (different departments) and there was an accidental discharge (can't trust them guns) They were really having a quick-draw contest. Likker was involved.

The range was from an ordinary residential street (where the police were behind their cars) to the front of an ordinary home. Perhaps 30 to 40 feet. The missed shots went into the front of the house. I have no idea what you are talking about when it comes to police policy.

Interestingly, the police range was shut down here about 6 or 7 years ago. There had been several complaints, but one day, they had training and a number of police managed to miss the targets, managed to miss the berm, and MANAGED TO MISS THE ENTIRE STATE THEY WERE LOCATED IN. The bullets went high and landed in a residential neighborhood across the river (which is a different state).
The politicians have been fighting about building a new one ever since. I don't know where they are training now, but they asked to use the private outdoor range that I belong to. The conditions they put on it were unacceptable, so the board very correctly turned them down.

The Ft Bend deputy constable who taught my course had blown half his foot off with a shot gun. It happens that the former Houston policeman who failed the shooting test was also his dad, so Im sure after the rest of us left that he managed to pass!!

I just mean, what are police taught to do when they know that about 27 out of 28 shots they take are going to go into my living room? I'm afraid you've answered the question.
To: Russian Sage
I am not a policeman so I cannot say what they are taught. However, the house was empty except for him and they had already evacuated the surrounding neighborhood.

I suppose they glossed over the US Constitution while LTC Grossman was at Command and General Staff College. I fear that you have hit upon a very troublesome fact! In Iraq we are training a generation of soldiers that it is their mission to enter homes and remove weapons. I want them to do that in Iraq. I want them to be safe and protect each other. I don't want to create a mindset of US vs. Them here at home!

I've seen quite a few conservative reservists, but after '94 it seemed that most surviving active duty officers were Wesley Clark clones.
Of course, you'll never subvert the NCOs. No matter how much the little Napoleon generals stamp their feet, "Top" ain't gonna wipe his butt on the constitution.
