Nah, in the House and Senate you can change your vote back and forth until they cut off voting.
This allows several things:
First, the party leaders can twist arms if they find they need a few more votes to get a bill passed or killed.
Second, it allows the legislators to vote for political cover. If it looks like a bill will pass easily, but they need to be against it for their constituency, they can vote against it, knowing it will pass anyway.
