Voting fraud is alleged in East St. Louis election

An East St. Louis election judge is accused of casting ballots in the names of at least 20 residents in the fall 2002 election, including several who were dead, according to an indictment made public Friday.

Leander Brooks, 39, who has moved from East St. Louis to Overland, pleaded not guilty Friday to four election fraud charges at the federal courthouse in East St. Louis. He will be detained in jail at least until a bail hearing next week.

The charges do not indicate whether the alleged fraud had a bearing on the results, or which candidates were favored.

East St. Louis voters cast ballots Nov. 5, 2002, for national and state candidates. Voters also retained the city manager form of government by more than 1,000 votes.

Brooks served as one of three Democratic election judges in East St. Louis' 26th precinct for the election. The Democratic precinct committeeman there is Michael Collins, a cousin of Brooks, authorities said.

Collins, a former East St. Louis city councilman, was convicted two years ago of vote fraud for tampering with a 1995 school board election.

Brooks' indictment mentions "co-conspirators," but no other charges have been made public.

Brooks also is on probation in St. Clair County for credit card fraud.
