RALEIGH, N.C. -- The state auditor said Wednesday a foundation started by Rep. Frank W. Ballance Jr., D-N.C., was riddled with conflicts of interest and had no formal structure for awarding grants from state funds.

Auditor Ralph Campbell said his office found the John A. Hyman Foundation received more than $200,000 a year from the state. The audit was sparked by a call to the auditor's confidential hot line.

Just imagine how bad it *really* must be if the auditor wrote this; you know he's constrained in his remarks because, of course, Ballance is black. Wouldn't want to be called a racist!

But he surely will be.

Campbell gets a free pass; he even avoids "Uncle Tom" because he outranks Ballance.

We all know Ralph Campbell is black, right?

William Creel, who is the right candidate?

IMO, this seat is impossible for anyone other than a machine connected black Democrat to win

If he resigns, watch for Janice Cole, who lost to him in the primary. She would just be more of the same.

In a statement, Ballance, a longtime state legislator who was elected to Congress in 2002, said the auditor's report was "helpful and instructive"

Read..
"Damn, got caught. I'll just play dumb, act like I didn't know what was going on and the 'good ole boys' will let it slide."

Sam Davis from Elizabeth City could not win unless the black voters fragmented much more than they did. In a one on one contest or even a one on two contest in the RAT primary, he loses.

Dority is an excellent speaker but aloof in putting together the fundamental grassroots turn out the vote machine that would be needed. He could not win.

I have either lived in or watched that district for years. I don't know who could win it. I really don't think anyone could. The walking around money and favors control a tight knit black electorate.
