How can you teach a firearms instruction course without a gun? That's like trying to teach driving skills to students without a car!

That's a much better analogy than the "math ... without a calculator" argument.

But, schools don't use real cars to teach driver safety. They just show videos/films, read the driver safety manual, and discuss theory without hands-on practice. Still, that's much better than the nonexistent firearms safety classes in CA.
