I'm pointing out an implicit meaning in the specious statement from the Eli Lilly spokesman:

"We think it's an appropriate step to take to protect the integrity of our products and the safety of our patients here in the U.S. and Canada," Lilly spokesman Rob Smith told The Indianapolis Star.

I suppose that could be read the other way also, but what would make their product safe in one country and not in the other?
