So maybe it's cheaper to do it this way than deal with a possible armed rebellion in Mexico?
Just thinking out loud. Really, I haven't the faintest idea what the motivation is. I only know that it all reeks to high heaven.

It might be money. There is a lot of oil in Mexico and a lot of money. Or we think the oligarchy in Mexico is better than what would replace them even if things just get worse and worse under them. Or maybe it's like throwing money at problems ---- we think that solves everything.

The greatest boon for Mexico would be controlling the border and deporting as many illegals back as possible. Without the US "safety valve" Mexicans would have to impliment real reforms, making them a better neighbor for us and a country worth staying in for them. Current policy only supports their evil government. How can we free the people of Iraq and reshape it into a representative democracy while allowing corrupt business-as-usual directly south of us? It reeks of hypocrisy.
Call it tough love, compassionate coservative, just do it.
