TOKYO (CBS.MW) -- South Korean stocks rebounded by late morning trade Monday, but trade was cautious amid worries over the political future of South Korean President Roh Moo Hyun. On Monday, the besieged president, whose popularity has been plunging amid an economic slowdown and bribery scandals involving close aides, called for a national referendum on his rule for Dec. 15. Roh reportedly said he would resign on Feb. 15 if he loses the referendum -- the first ever in South Korea. South Korea's Kospi rose 0.2 percent to 759. Shares of Hyundai Motor rose 0.4 percent to 35,300 won, while those of Samsung Electronics (SSNGY) and Posco (PKX) were steady. Shares of SK Group companies were lower, continuing to suffer fallout from allegations that Roh's personal aide accepted funds illegally from the SK Group, the country's third-largest conglomerate. SK Telecom (SKM) eased 0.3 percent to 186,000 won. In other Asian markets, Australia's All Ordinaries Index edged up 0.2 percent to 3,272 and Taiwan's Weighted Average jumped 1 percent to 5,927. Japan's financial markets were shut Monday for the Sports Day holiday.

Is the referendum part of the ROK Constitution? Or will it be non-binding unless he resigns?

I don't got to show you no steenkin constitution!!!

Nevada's supreme court violates it's constitution at will!

CA's Governor and Legislature openly violates their constitution!!!

The US Government acts like the 10th Amendment of it's constitution doesn't even exist any more.

It's a "living, breathing document," don'tcha know?

Now, to answer your question... I don't know!!!

All I know is, sum folks wuz worried 'bout us havin a Recall in times of fiscal crisis. These Korean fellers is doin it when the other half uv their danged cuntry is goin NEWCLEAR NUTS!!!

It's just too danged bad we couldn't convict an impeached criminal in the whitehouse when we had the chance!!!

Never in the course of Presidential events, has the leader of the Senate completely lost his manhood so publically!!! Never in the course of CA Gubernatorial events, have so many gotten so thoroughly pist off!!!

The Korean People are very, very liberal in politics and very much like Europeans and Democrats. Most do not like Republicans (I have two Koreans at my house today and have listened for over two weeks about how wonderful Roh is; how terrible Bush is, how much better Gore was and their continued love of Clinton).

There will be some very happy people though, e.g., those who supported Chun Do Hwan before he was so embrassed by Roh's political allies. Roh and Jung were both crooks and it is becoming a known fact; Hwan was conisdered a crook for taking control of the country and allying with crooks in business deals. Hwan was the first ever Korean leader in 5,000 years of purported history to live beyond his tenure and he was humiliated. Jung's three son's are in jail and he himself is under investigation for buying a Nobel Piece Prize. Roh is a lifelong anti-govt "protestor lawyer" who is now being brought down for exactly what he was always opposed to - being a lacy of special interests as a leader of government.

Roh, at least, shut his damn anti-American mouth after the Iraq war started once he realized the US is redeploying our international military footprint and SK is going to be defending themselves.

Thank you for such an enlightening review of the situation in Korea! It is much appreciated!!!

I had already forgotten how Roh lined up against our efforts against "The Axis of Evil!"

My Uncle had been a missionary-doctor in Korea in his hayday and brought back such interesting stories.
