May be not, but direct deposits require a bank account. And you can’t cash money out from bank without ID. May be food stamps do not require bank account.

They get EBT cards and don’t need ID to use them to make purchases or pull money out of an ATM. In fact, a lot of people get multiple EBT cards fraudulently pretty easily, go buy the priciest steaks and other things, sell them for half price cash and don’t need an ID for that.
I can’t recall the last time that I cashed a check at my bank and needed to provide ID, I provide my account number and that is all they need (though I do have forced security questions that they must ask me first). Same with getting cash from a human teller.
There are tons of ways to get around needing an ID for many things. Other things absolutely do require state issued ID, but listing among them things that do not just makes your argument fall flat.
