Thune did not force reconciliation to pass the voter ID with 50 votes plus JD Vance. I think his strategy makes sense since this will force democrats to filibuster and expose them as being out of touch with voters. Even democrat voters favor voter ID at 70%+. Thune will vote yes after democrats can talk no more with filibuster.
Thund will allow a vote but not before insuring its short by 2-3 votes. He wants off the hook, but also wants Democratic leadership in House and Senate as soon as possible
