“Does your device have to be an Android or iphone to use Google Voice?”
Not sure about the Blackberry, I guess it depends on how the web browser handles it. On a PC you can use Google Voice in a web browser to make and receive voice calls and texts from your Google Voice number.
See what happens if you go to:

Thanks. I’ll check it out.
I don’t see the question as odd at all. I recently had this exact situation; Android phone no longer active with a carrier and used exclusively on wifi. Girlfriend same thing. We both installed Signal app and now can text again (you do need to input a number when you install Signal but it doesn’t have to be functional). And the texting works on wifi all over the world. No changing SIMs needed.
“Use Google Voice, it comes with SMS texting”
I would never consider doing that because of data harvesting, a gold mine for Google.
I use Signal instead. Try to harvest that data!
“If you do not have a SIM card, or your SIM card is unlocked with no carrier assigned, the only thing you can do with the phone is dial 911.”
Our phones have no SIM cards and we text every day. One of us in the Philippines right now. We also voice and video call.
Keep it at a sentence or less next time.
“Our phones have no SIM cards and we text every day. One of us in the Philippines right now. We also voice and video call.”
What platform, provider, etc., do you use?
GOOGLE VOICE ...get a free google voice phone number that has your area code. It will work on your old smart phone via yr home wifi.
You can even text and receive texts via your pc computer. I do this. I also have google voice installed on my smart phone AND an old phone that no longer has nay cell phone service.
In fact no phone needed. With GV you can text back and forth on your computer - laptop- what have you.
For the obvious Deep Tech reasons...
If the phone is new enough, you can load a route via wifi before traveling. Newer phones have a GPS chip built in. It is actually fairly accurate. I repurposed my flakey older Iphone to do this. The phone works great as a golf distancing app
No
Techno wizard speaks the answer. The great techno wizard says NO. Lol. Just playing with you. There are ways if it’s an apple device with an Apple ID. I text on my tablet (iPad with no cell connection) but it’s on Wi-Fi and my cell is tied to that same Apple ID. Anyway the answer is it depends. My old iPhone is now just now used as an IPod but tied to my iTunes over Wi-Fi with an Apple ID.
Enjoy.
Yes it works
