look up his chief of staff and legislative director. send the email to Cornyn via them by using the standard senate email format. They will/should share the email with cornyn.
Are you constituent of his? Most pols won’t answer non-constituents. If you are, then he is screwing you over.
Some moronic mail admins are setting MTAs to reject messages because of some of the headers not matching and other nitpicky reasons (e.g., physical addresses in forms not matching IP address geo-locates). A VPN shouldn’t make any difference, either. They need to get their security act together and configure for warnings instead of blockages.
If they want some kind of 2FA (two-factor authentication) there, they should do it with secure phone calls or something (another issue with not many people securing phone communications).
