He's being charged federally. Federal law, IIRC, provides for a mandatory 20-year sentence for using a "destructive device" (which would include explosives).
They ought to be facing charges of insurrection, with a prompt firing squad on being found guilty.
I saw a group of people protesting during the day and I noticed something—MOST OF THEM WERE DRESSED IN BLACK. Holy mackerel! Could this be ANTIFA bums passing themselves off as concerned citizens? Notice when you see a group of “peaceful protesters” during the day. I believe they do double duty—paid propagandists during the day and hell raisers at night.
