Hokkaido (major northern island) here in Japan had to that. Because they got excited about infections dramatically down to 1 or 2 a day, so they let their guard down and opened too quickly and too intensely. Followed by a massive spike up of C-19/hospitalizations so shocking they’ve now gone back into shutdown mode a second time—even worse than the first wave. This damn virus doesn’t care what we do or what politics we are it has a mind of its own. #1. If they really wanted to tank the country and the economy (but I repeat myself) they would open up whole hog and cause a gang busters outbreak. The panic would spread to the free states who’d have to reverse course.
