I will help you out, it is 15 miles from my shop to Beverly Hills and it takes 1 1/2 hours before 10AM, after 10 about 45 minutes to an hour, and then at 2 it’s game on all over and average speed is 5-9 MPH on EVERY FREEWAY IN Los Angeles County until after 8PM.
Right Now I can get to Beverly Hills and be inside the Butchers House in 25 minutes, ALL DAY LONG Anytime!!!

Normally at this time of day that would be almost all red. Lots of live traffic cams too. But there is a lot more than a month ago. Notice Highway 1 is busy with everyone going to the beach.

There is no longer any logic or arguably comprehensible reason for these pointless edicts. Maybe tying down the safety valve on the steam locomotive will get it to run faster, but at what eventual cost? The boiler will stand only so much pressure before a seam gives way somewhere.
