I figured this out decades ago.
There is a narrow band of precincts around each city.
All precincts inside it will vote Left.
All precincts outside it will vote Right.
The band can be swayed either way.
And whichever way the band goes, the state goes.
Focus on those few precincts. Address others to keep the base and disrupt the competition, but the race is decided by those circles which statistically matter.
Only takes about 3% of population shifting to win.
