I was a single Airman living in the barracks at Wichita, KS. Carter's orders to have the AC or heat shut down at the end of the business day was applied to the barracks on base. Since someone at the Pentagon thought everybody worked during the day the AC was permanently turned off in all the barracks so during the summer in Kansas my brick barracks would reach about 115 degrees during the day and then cool off to a chilly 95 or so at night. Anyone caught with their room window open was to be issued an Article 15.
Since I pulled 24 hour Alerts down in the Titan II complexes I would arrive in my room around noon after an Alert and have to try to sleep in that heat. When I asked my girlfriend (now my wife of almost 37 years) to marry me we decided to "live in sin" and we moved to an apartment off base where we could actually have a life with AC.
The idiots actually tried to order us to turn off the air cooling equipment on the Titan II complexes. The missile was liquid-fueled and had to be kept around 60 degrees so the fuel and oxidizer didn't started to boil and destroy the missile. SAC told the Pentagon to pound sand on that one so we at least were able to keep our ICBMs on alert.
