And for getting government benefits, you need to have a CDIB card. Lots of people who are members of unincorporated tribes can't get the card, but in Warren's case she claims to be Cherokee, and her claims can be verified by checking the tribal roles.

My Son-in-Law is enrolled as a Pottawatomie in Oklahoma. He does not look ever slightly Indian to me. Blond hair and blue eyes.
My Grandchildren are also on the roles. I do not know much about what privileges that gives them but I do know they can go to the Indian hospital. In their case they have insurance through his work and have never gone to it.
