Last Friday, a federal judge issued a ruling finding that the Department’s family detention practices constitute a material breach of a Court-approved class-wide settlement agreement. Flores v. Johnson, CV 85-4544 (C.D. Cal. July 24, 2015). Judge Dolly M. Gee found that the Department’s decision to house children in secure facilities that are not licensed by any State agency to care for dependent children violated the 20-year-old Flores settlement agreement. The court also rejected the Department’s request to amend that settlement agreement in lieu of remedying the numerous violations.
In other words, being in detention with their parents is dangerous and illegal. You are not complying with a court order. Fix it. Of course he meant "just let them all out" but the other way to fix it, as the congressmen demanded, was to seperate the kids, which is what Obama's DHS did.
So this was Cummings fault.

Cummings is a racist moron (sorry I’m so kind). He’s in a party that VOTED AGAINST the Civil Rights Act while Republicans vote for it. He’s in a party that has kept Blacks subservient, living poor in infested tenements with the welfare check as their gift from Democrats. This lasted for decades. He ought to be embarrassed and ashamed. High Black unemployment, high number of Black gangs, high number of fatherless Black children, high number of Blacks on social programs. Lots to be proud of Mr. Cummings!

Cummings could be thoughtful and one of the cooler heads you hope to prevail, but not when anyone is looking I guess. When people are looking, by golly, he is going to tow that party line, further and better than anyone else.
People like Donald Trump are rare. He saw the truth about the alleged human rights commission, which is anything but. Instead of just doing what presidents always have, knowing it is a fraud, he pulled the plug. Most of us will just take the effed-uppedness of the world and figure out how to dissemble and work around, maybe, and maybe not so much. We get tangled up in stupid terrible things rather than just ending them and doing something else. That is not the man that Elijah Cummings is, he is like most people I think. More is the pity.
