It's all a game. The ones who voted against it either have a seat where there's no real threat or they're not returning. I'd wager any US Senator who is up for re-election this year and didn't want to offend his base was allowed to vote against it.
It would've only take one US Senator to stop the bill and give a huge speech about reading it before signing it. Even Rand Paul didn't rise to the occasion. And why the heck didn't President Trump announce before they passed it unless they took the time to read it before passing it he wouldn't sign it? That would've only been two-dimensional chess.
