Could win by being honest instead of being a politician and pursuing their vote via Democratic means (promise everything, deliver nothing). After all, the alternative is only a bit more awful than voting for them...

This is “all about winning”. Winning financially for the RepubliCrat party.
The winners aren’t US. “WE THE PEOPLE” always LOSE, no matter what the tally.

Love the optimism, but so long as Philly and its Blackistan precincts continue to defraud the electorate with 140% “voter turnout” PA is out of reach.
The only ones in PA who might vote Republican are the burbs and rural voters. But their vote is nullified by heavily Democrat cities, where the unions have a vise grip.
Several of these mid-Western states have recently been blessed with Republican Governors and also the state Leg......and in some states it's been a VERY long time coming.
Wisconsin comes to mind, and Michigan. Missouri gets in this configuration pretty regularly, Maine occasionally...... and Pennsylvania, until recently. Perhaps even Illinois..?? New Jersey? Maybe Ohio?
When the stars align - these states should have the Republican Leg pass a bill which divides up the EV's and allots them based on federal legislator districts, with a couple more for Senators. So that - hopefully - these states that give 100% of the EV's to the Dems every 4 years start to go about half and half.
This could probably add 50 EV's to the Republican candidate for president every 4 years, and take away the same 50 EV's that the Dems always get now. That's a net 100 EV swing AWAY from the Democrat presidential candidate.
I think Kansas or maybe Nebraska does this now. And this would DEFINITELY make both candidates pay much more attention to these states, and perhaps be better represented at the Federal level.

Give corrupted Philthydelphia to Old Jersey and maybe PA votes for GOP.

Interesting analysis. But the author seems to place too much emphasis on the national Republican Party. There is a reason why western PA did not go from union Blue to Reagan Red (in party affiliation)along with many areas of the country back in 1984, and is still very slow on the uptake. The reason is the corruption of the PA GOP. Here’s my take on it from 2010:
