How is Bush the “consensus” candidate? Consensus means everybody has to kind of agree. If the voting base of the party does not at all degree then there is no consensus. By consensus does the author really mean that the Democrats like him? I suspect so.

That's my thought. The Left threw everything they had at him in the Right to Work fight, the recall election, and the general election. I do not think it likely we will see any "surprises" about his background at this point.
Walker scares them. He should beef up his personal security.
Because neither the left or the right will vote for him.
The left fires blanks at good conservatives while supporting the worst reprobates and miscreants.
