He will pocket veto everything and then it will require a 2/3 majority to pass without his signature.
He can only pocket veto at the end of the session. If he refuses to sign or veto bills passed earlier, they will become law without his signature.
The only difference between bills now and then is that there won’t be any signed by the president.
At some point he will want some positions or judges filled and will have to sign a few bills into law to get his way. I expect that to take at least a year.
If Congress is in session and Obama takes no action within 10 days, the bill becomes law as if he did sign it.

Congress, should do what Reid did to Bush by staying in session a little longer so he couldn’t get any recess appointments. Obama would have to either sign or veto the legislation. Or Obama could go play with Reggie or golf or vice versa. Congress could stay in session for possibly 10 working days to cover legislation that passed right before the scheduled recess. So Obama gets ixnay on pocket veto.
