Reagan was never pro-abortion, and like most of America in the 1960s when he signed that bill, was shocked to see what the "health of the mother" turned into, Romney is still pro-abortion, and campaigned as pro-abortion and as against the GOP pro-life platform.

Reagan was never pro-abortion. Early on he was pro-life with exceptions for rape, incest, and life of the mother. The nature of the debate and legislation at that time did not have the stringency in rhetoric that exists today. As time went on, he became more stringent in his exceptions and his rhetoric.
