I think Obama is trying to lay the groundwork for Nationalizing US business. Under his theory “you didn't do it without government help,” then the government becomes entitled to part of the profits, and part of the ownership. At some point, the government will squeeze out the private owner and take full control.

He flips back and forth between his rythmic, communiteh organizer affects in his speech (substituting -y with -eh, droppin’ his g’s), to his soft-spoken, well-edicated walk-backs when he is in the quiet of the White Crib. I guess the ‘prompter isn’t up to speed with the communiteh organizer dialect.
