That's my guess. In spite of my EXTREME dislike for her, neither she nor her cronies are Stupid (With the capitol "S"). That being said I don't think she would make such a "black and white" statement which has the possibility of making her a laughing stock for the rest of her life, not to mention the asterisk in the history books next to her name to point out that she was found to be delusional.

So the only remaining option is that they have a backup plan to retain control of the Congress.
