This is calculated. It’s to make everyone believe he wasn’t singling out others for bows - “see, I even bow to the Tampa mayor, it’s nothing to me, like a handshake.”
But being a Marxist Kenyan, he doesn’t grasp how jarring bowing is to an American, no matter what the excuse.
