“If the Louisiana state legislative pay hike goes into effect without any action being taken by Gov. Jindal, then how is it “his fault?”

Jindal can easily kill it. But he won’t because he wants to keep his mandate on track. Basically it is legislative extortion and Jindal is paying up.

If that's the price to pay for moving the state in a more conservative direction than so be it. Such a pay hike is more directly tied to the legislators than the governor anyway, and if voters are angry they can take their frustrations out on the legislators.
