I've been in day-long meetings all day yesterday and today. But, have I not said, the surplus will be $1.4B? Watch and see - by 6/30/05 the surplus will equal the amount of tax increase pushed through last year.
Even if finishing the car tax goes through both houses, Warner will veto. I'd bet a box of Krispy Kremes on that. I'm not convinced Warner will sign a rollback on the sales tax on food. That $1.4B is burning a hole in Warner's and the RINO's pockets. They are itching to spend that money.
I am disgusted with all of them, but then you all knew that already.

You can say that again.
We're not going to see a penny refunded to us. There's very little doubt in my mind that most of that money is going to go into the Chesapeake 2000 program, even though cleaning up the Bay really should be primarily the federal government's responsibility, and the money we pump in will have little or no noticeable impact on the amount of nitrogen and phosphorous pollution flowing into the Bay due to an ever-increasing population.

Also, do any of you know anything about Virginia Conservative Action PAC? I don't know too much about them, but I contacted them about getting rid of Senator Watkins and how else to get involved. I know I'm early, but you have to get started sometime. They are focusing on the delegate races (obviously). I am sure they want to get rid of the traitors as bad as we do. Hopefully we'll all have some luck.

The Warner administration today revised revenue projections, suggesting that the state could have a budget surplus of more than $1.2 billion for lawmakers to return to the taxpayers in the forms of refunds and tax cuts.
Not that it'll happen, of course...

I ~think~ what he's saying is that it eliminates some taxes and spreads them out (I shudder at the term "redistributes") to other services.
I ~think~ the overall amount collected is remains the same.
And I trust Sam enough to trust his intent.
And as Doohickey noted above, Cha-Ching-Chester opposed it, it must be okay.
That said, I am not a legislator, nor do I play on on TV.
I got the same exact response from Sam as you did. I guess either we are the only two folks who misunderstood, or he has been baraged with similar e-mails as we sent him. At any rate, As a concilliatory gesture, I invited him to the next RTM (whenever that is). I told him that MUD was buying.
