I ~think~ what he's saying is that it eliminates some taxes and spreads them out (I shudder at the term "redistributes") to other services.

I ~think~ the overall amount collected is remains the same.

And I trust Sam enough to trust his intent.

And as Doohickey noted above, Cha-Ching-Chester opposed it, it must be okay.
