I was more looking for the rules on the "test the waters" committees for Federal the limit goes to $5,000 raised before you have to file paper work, I wanted to see if texas was like that.

You might visit the Texas Ethics Commission and take a scan through the various campaign finance info. available. I would certainly advise that you get some professional advice as this stuff is confusing to the amatuer.

For national level campaigns, you will need to deal with the Federal Election Commission, which gets even more heady.

Believe me, once you spend much time wading through this stuff, you will have a fresh hatrid for Campaign Finance Reform and know why it is un-Constitutional on face value.
