If I am not mistaken, slick willie was the FIRST American president to institute the NO FIRST STRIKE doctrine. Thus assuring that we would have to wait for the missile to hit before we responded to an attack.

I think it's important to stress that the US doesn't rule out a pre-emptive military strike either and the "bush doctrine" (actual name) is the exersize of military might in advance of any real or percieved threat against the united states or its interests.
Of course since we have a pre-emptive strike policy it makes sense that other countries do as well.
You can't look at the russian statement and say "oooh bad, they're evil!" when we've actually implemented the exact same thing while the russians are only talking about it.
If it's a can of worms then by golly it's our can of worms.

And Mad Ivan and the rest of the Russian horde flame me for hoping the Chechens kick the Russian behind. I have no love for the Chechen SOBs but delight in seeing the Russ get hammered when they raise their imperialistic heads.
Since the Russians are moving back into the Threat arena, there will be guaranteed employment for those of us who write the books and lesson plans. We just got the "threat" terminology pulled out of doctrine 'cause The Russians are our friends.

Anyone who seriously believes that the Russians have either the capacity, will or intent to take a hostile posture as to anyone other than the insurgents in their own states must be smokin' something strange. They couldn't mount a major land or air campaign against the the pricipality of "Grand Duchy ofFenwick."
For those you who are too young or don't know the great movies of the late-great Peter Seller, I refer to the tiny, almost broke land stuck in the 17th Century that declared war on the United States in "The Mouse That Roared," cira 1960s. Its purpose was to lose the war and obtain post-war reconstruction aid from the U.S. The Fenwick "warriors," outfitted in uniforms that look like the Vatican guards or The Tower of London's Beefeaters, inadvertently come into possession of the ultimate Doomsday bomb and the U.S. surrenders to them.
While that story line is enormously funny, the present condition of the Russian military is pitiful. It hasn't the fuel, beans or bullets to even engage in field exercises or live fire training.
This is a fallacious story that deserves nothing more than a distinct yawn and a turn of the page.

This is how this statement is to be interpreted from the point of view of the defense minister :
1. We warned, October 3, 2003 :
Either NATO steps back from the new positions at our borders (Estonia, Latvia, Lithuania, Poland, Slovakia, Bulgaria, Georgia, Afghanistan, Tajikistan, Uzbekistan, Kirghizia) or we will have to resort to a pre-emtptive strike
2. As long as we will not launch our attack (or NATO theirs) we are not entirely enemies.

Attacking a NATO country would be an extremely dumb thing for Russia to do, especially in its current condition.

Russia has an abundance of land, China has an abundance of people, and a shortage of land.
China will be the biggest future threat to Russia.
The Russians have nothing the west needs nor wants (After all, the Arabs are more despicable and have much more oil).
Our populations are shrinking, and we are rich. Russia is basically a very poor Mexico with nukes. Look at the pathetic Ukraine... the best arable land in the world, a huge country with over 50 million people, and European roots, yet they are poorer than China (based on REAL GDP per capita - not PPP). Russia is not much better for a nuclear armed nation. (2002 Russian GDP per capita = $2730 - right between Brazil and Argentina, actually less than half of Mexico's!)
I do not exaggerate either!!
Russian GDP per capita per year: $2730.00
Mexican GDP per capita per year: $6210.00
Brazilian GDP per capita per annum: $2900.00
Argentine GDP per capita per annum: $2580.00
