If animals are out of control because their owners
do not take control of them at all times,
The animals are a hazard and the owners are scum.

the owners are scum. That is a bit to brad. If someone is a habitual offender, that person is a bad citizen and should be punisfed, serverly if warranted. I still do not think that qualifies to be called scum.

But the animals are, as you said, a hazard. You are an ethically challenged individual, my friend, if you see killing as the only way to deal with hazards, and if you so easily characterize people as scum.

I hope you are just having a bad day.
