Nooooooooo.
IE is Microsoft and Netscape is now owned by AOL. Two entirely different browsers.
In IE, go to Tools, then Internet Options, then at the very top you'll see a box for Home page. Type in
http://www.freerepublic.com and then OK.
FR will now be your Home page whenever you open the IE browsers.
