How long before a new user gets posting privileges?

I am posting on behalf of a new user, who wonders how long it takes to be able to post replies to threads.

Logged in, the name is in the upper right of the screen, and all efforts result in messages prohibiting postings.
(The friend is a rather prominent professional who used a very anonymous email account to preserve privacy.)

It would appear his account was banned for some reason. If he hasn't ever posted on FR he may have "looked" like somebody else (some troublemakers use anonymous tools to disrupt the forum.) He should contact
jimrob@psnw.com.

Are you sharing a computer? I think your friend's account may have become banned because it looked like a second registration.

I believe it is a second registration on the same machine (wife-freeper) and he may have freeped in the past under a different name.
How simply to change one's user name?
