Physically swap your cd & cdrw cables w/ cdrw on primary (w/harddrive) & cd on secondary. Set pin to slave on both.
Don't mess w/ bios.
Create a start up floppy from ctl panel>>add/remove programs>> start up tab.
Reboot w/ floppy & select w/ cd enabled.

If you put a cd drive on the primary cable, you will definitely slow down the access to the hard disk and could cause a data problem. CD on the primary cable is never recommended. Not that it doesn't happen - just not in my shop and none of my friends.
