My understanding is
that the pic is not really ON FR at all.
None of the pics posted on FR are really ON FR.
The REFERENCE ONLY to where the PIC IS POSTED ON THE NET
is ALL that is on FR.
So, to post a pic on FR has nothing to do, really, with the size of it. That is totally the domain of the original site that hosts that pic.
I'm not even sure how one could reduce it other than POSTING IT AT ANOTHER off FR SITE--getting permission of the original poster and copyright holder first etc. etc. etc.
I suspect, as a layman, that there must be some settings or memory or other such problems on your own system that are giving unnecessary fits. Perhaps an expert hereon can help advise you.
Sorry for the trouble. I'm at the limits of my expertise in discussing this much. But the above is per my understanding.

You're correct on the source issue.
You can use the HEIGHT and WIDTH attributes of the IMG tag to shrink the graphic down.
