I saw the question of the anti-shipping mines. Methinks "MADE IN FRANCE" is on the bottom (actually, they were made in Iraq based on a design from "another country," and the Pentagon refused to say which country).

Considering that the Silkworm that fired at the Kuwaiti shopping mall was purchased from China, there's a 50 / 50 chance that the mine technology came from China as well. Either way, it could be an embarassment to a permanent member country to have their weapon sales traced back them.
