It looks like she thinks she was treated poorly by the police in Sugarland. So she sues everyone in sight...the police dept, the individual police, the city of Sugarland, etc.

If you search on Schoedinger in the Public Records, you'll see that see has started five different business in the the past five years and abandonded most of them. She obviously has too much time on her hands. (Her marriage certificate is also on file.)
