This isn't the Fort Bend county web page--the name is close, but no cigar.

This doesn't look like it to me either, although the subdivision and towns mentioned are in Ft. Bend County. I've just e-mailed the County Judge, who is a friend of mine, for clarification.

I think the documents are legitimate, but it is a nuisance lawsuit by a nutcase.
