Flash is deployed as an ActiveX control (an *.ocx) file. On my system, it is located at \winnt\system32\macromed\flash.ocx.

If all else fails, you can simply delete this file, although it would be better to remove its bindings from the registry (using RegEdit). The registry key for Flash is HKEY_LOCAL_MACHINE\Software\Macromedia\Flash
