It is perfectly clear that Lincoln would have maintained the status quo in terms of arms and men had the south not opposed the action. If the guns of Charleston had remained quiet then the rescue force would have landed bread and beans, but no bullets. Then nothing would have changed and a peaceful negotiated settlement might have been achieved.
...and that, if such attempt be not resisted, no effort to throw in men, arms, or ammunition, will be made, without further notice, or in case of an attack upon the Fort.
Peaceful resupply would have not resulted in aggression on the part of the North. No aggressive acts had been made to date and none need have occured except that the south was not interested in a peaceful solution or the status quo. They would have Sumter, with war if at all possible. They got their wish.
