By the time Lincoln intitiated the blockade Virginia and North Carolina on April 27, Virginia had already adopted their Articles of Secession Not true. From the Virginia ordinance:
"This ordinance shall take effect and be an act of this day, when ratified by a majority of the voter of the people of this State cast at a poll to be taken thereon on the fourth Thursday in May next, in pursuance of a schedule hereafter to be enacted."
And yet by April 27th Virginia had named Robert Lee as commander of the state forces which had been mobilized. They had also sent state troops to sieze the federal arsenal at Harpers Ferry. The first hostile acts lay with Virginia, not Lincoln.
