Incorrect. That was Saddam's own misinterpretation - perhaps willful - of statements made by April Glasby, not Bush. Saddam, seeking expansion of his own to reestablish what he saw to be the unity of an old pre-British islamic province, was taking a gamble on whether there would be retaliation. He gambled wrong.
