I am not sure if you know how agencies work within a state. I worked at a state teaching hospital for eleven years. The Governor is the executive branch of a state government. He signs into law, bills that have been submitted by the Congress. He generally oversees the budget.
Politicians come and go. The agencies are in the hands of long, long term employees. Politicians seldom actually GO to the agencies, except for a tour, or to make a speech.
One state, this summer was found to have issued driver's licenses to illegal immigrants. They had a terrorist connection. Do you hold the Governor of that state responsible? Do you hold the President of the USA responsible for that too?
